Morale cap has been changed from 5 to 99 for Starburst only.

To clarify, until this round there was a limit that would prevent players from gaining the morale-boosting benefits of any morale planet beyond the fifth that player controlled.  For this round, that limit has been changed to 99.  Feel free to hoard morale planets again!
