If IC is ever going to make a come back, then its go to work on all modern phones, for sure. Small screens just aren't good for this kind of thing unless you've got the brains over at google working for you.
my suggestion is to have a mobile version of the map that doesn't have any panning... Either show the entire thing so that the user can scroll around, as they can on every other website, or have a small map that shows only 6x6 systems and requires you yo press up,down,left,right.
