Can we have our own test Galaxy to test out built orders?

4x4 grid
No opponents or 1 enemy planet we can setup
Option to reset it myself.
Option to define start resources and to define defence on virtual opponent

I don't think it would be possible without a full rewrite and a server upgrade.
