The DS could have been moving through the system, or if he's the only one in the system even with one planet he can put it there. Placing a DS is based off of percentage of owned planets in a system owned, not percentage of total planets owned.

if someone have 1 planet exploore, with 3 planets explored you can put a ds in a system

But croiz all you have to do is expo a few planets in there and you will blow the DS wink as he will not have the %

to blow a ds you can explore 3 but you have to take one. its the action of taking a planet that blows a ds.

not a bug, good attackers have been using the ds with offensive purposes for ages, tho it's a risky move.

The last time I lost a ds that way, in a system where I had 3 planets, a small guy explored 1 planet and I didnt notice, then my enemy took 1 of my planets and ds gone.

It is better to do it on a system with 1 planet only, not expected, but you gotta have it strongly defended.
