what effect has this on network limit? and how long till it takes effect (still 2h)?

Yes 2h but u get no extra nw limit to attack, its still at 60%, unless he attacks you, then you have apparently 72h to attack, tho this might be bugged because i was attacked after 80h passed with .no offensive actions done by me and clearly out of his range.

Maybe you just can't send new fleets, but can trigger hovering ones after limitations hit you? At least I remember this being the case earlier in similar situations (back in the glory days anyway)...

still the case

fleets send when you could attack can trigger when you'r bigger then the 60

btw if both parties declare the 60% lowers to 35 (or some such)
