Topic: Make VL a seperate role

Right now you can make somebody VL, but the downside it, you cant for example mark them inactive.

Its shit, VL should be a role, as it doesnt give you any benefits in the game.

other stuff like inactive, fleet admiral, roque and sentinel do, and should be combined with the above.
