See, it's much easier to follow you when you add in... a subject! 
you have to admit, bush used the quote in a context, and this quote isn't used much outside of this context like "nuts" or "alea iacta est".
Normally I would agree. But as a great eye, there is no excuse, you should have seen this.

I will say, I think it's hilarious that the US and Iran now find themselves trying to cooperate on this. "Politics makes strange bedfellows" and all that.
Well Iran has always stood ready to work with us and screw us and kill our envoys and blow up Americans all over the world. All we had to do was get over ourselves and work with them on that
....their only requirement: being able to operate in a team.

Oh, forgot one other thing that hasn't been mentioned here.
The ISIS is comprised largely of members from the old Al Qaeda in Iraq. I say "the old" because, after years of infighting in which Al Qaeda denounced its Iraqi counterparts' killing of Sunni civilians, Al Qaeda finally disowned the ISIS from Al Qaeda.
In the words of a certain Gotham butler... "A man who is too extreme for Ayman Al-Zawahiri is not to be trifled with..."

Most likely ISIS is comprised largely of old Iraqi Military who lost their jobs during the invasion of Iraq due to US politics and incompetence in the beginning of the occupation of Iraq
There is a documentary out there how this all became a huge [mess] up of the US politics and CIA and pentagon playbooks and is still going on these days with Obama as he didn't want anything to do with Iraq just to draw all the troops back and create a very unstable country without a good leader and a descent army to defend itself.
