This is such a joke, here we have the powers at large telling ppl not what to do,while doing it them self's, and willing to punish them for it! Are you for real
I don't think there hasn't been a Mod that's hasn't or isn't in a family that right now that is doing this,or hasn't been in a family that has done this.

6. Planetary rules system
=> This is a new system where leaders can agree to create a rule for specific systems or specific planets. These rules will allow attacks on the systems/planets in question even if you are napped. This way core intrusions or planet payments can still be done even if you are already napped.
are we able to trade planets with naped families now?
same as before, if theres a core violation, to trade out.
well depends what planets u gonna trade... if u explore in x core for payment against fam x. its no problem.
if u give them shares with other fams its a whole different story!
think half of PW would be blocked/banned if these rules were forced in this current round...............
Personally, I think this is too far.
Let the players govern themselves. Why can't a group of much smaller families agree to destroy a much larger one? Having this kind of restriction makes people not want to play...
And working hard to get to the top just to have the 5 smallest fams tear you down long enough for the #2 guy to kill you and drop you out of the top 10 makes more people not want to play...
It also keeps the 5 biggest fams from farming the rest of the galaxy together. It's as much protection for the small fams as the large ones.

Given this a good read and have to say some of this things in here are not very clear, or at least they are open to massive grey areas and differences in interpretation, for example what one player classes as IA another player might class as harmless chatter.
It seems these rules are almost meant to be broken in some respect.
For example a player must not message another player unless they have a NAP or alliance with that family, and must not share any information and things like that.
So...... When your into the first few weeks of a round and you spot a friend in another family, someone you have played a round or two with before and you say:
"Hi mate hows it going, whats happening in your family, they any good, did your random, that's a funny race what you doing rezzies this round, who you planning on hitting"
Then actually just by been friendly and chatting about the game your doing IA?
I don't really understand this because if you were the leader of such a fleet then surly you would go to other leaders or send communications to them, even if you were not close with them you might still feel like saying
"You see that big stonking fleet over there, well its going to eat us"
I am not in a NAP with my next door neighbor but I still take his mail round when it drops through the door, I mean do they not have google or email in this galaxy, how hard can it be to contact someone or send a message in a sci-fi galaxy, are they not on the electric yet? I mean I have time to rule galaxies and conquer worlds but I don't have time to send a text message, don't have time to send a email or send round some kind of dancing troupe to replay a message to new civilization.
I mean in reality if you came across a new civilization then chances are your going to try and make contact, either by message or in person or whatever, lets be honest you would go and say hi and see what they had to plunder, would either end up with new friends or getting out of there quick sharp.
This even happens in real life everyday, you see that country over there well we do not like them very much would you like to help us squash them? Oh you would, marvelous.
I don't know this for me is a "where do you draw the line" type of subject.
I mean sure I see the point in not having huge alliances with none NAP families, I see the point in not sharing vast information, planet lists, opp results, sure I see the point you can not have allies, and NAPS, and then illegal alliances as well, no its not fair you can not have some detailed structured IA like that.
But you can't say.....

I do not see why such basic information would be classed as an alliance, that to me at least is not an alliance but simply information, an alliance suggests organised military power, coordinated targets, planned attack schemes and so on, popping your head over your neighbors wall and saying OH have you see that big new shiny fleet over there that seems to be getting bigger and bigger the longer we stare at it.

Is there any news on how this is monitored, or what would be deemed as wrong and so on.
I mean if a player spends an entire round and he sends 10 messages to a none NAP family basically just saying, watch out, or what do you think of that war or whatever then OK what about the person who sends 1000 messages over the round to none NAP family. This is all fairly bizarre to me when you can join other families chats and stuff anyway, lets be honest sometimes if you want one of your players you sometimes have to go and fish them out of other peoples chats, so this is like the rule that actually means nothing?
The one rule that the experienced vets can easily side step anyway, one of the bankers in my family at the moment lives in the same city as me and we have known each other maybe 15 years, so if me and him landed in a different family then by rights I'd have to x-communicate my friend for that round in case the IC mafia came and got me over an illegal alliance lol.
I think really what needs to happen is that:
You have one galaxy set by such rules
Then you have another galaxy that's no holes barred and no butter
You know you have one galaxy where stuff like that is frowned upon and monitored, and another galaxy where you can get up to whatever dirty political mischief you want and see how that plays out.

that dissolve if the family's are in the top 4-5-10 (size planets) depending on gal size and how many fams maybe

And large ones that should be able to cope cant have ally's (unless they got hammed out of X on size and then they could get and ally's
hmmm i remember in Triangulum in rounds 5-6-6.5-7 when there were 9 families (3 main tri-aliances). the naps were made by tri's / not per family (until PP comed from MW
) and even if you wanted....it was really hard for illegal aliances. and if you wanted to take someone down it was way lot harder.
try a round.....2 fams allied, and see what will be.
down side of straight alliances is
if Barcelona and Real Madrid allied it would be a dull

Thats how was in old days but more family's meant there where 3 lots of 3 killing everyone now there isnt even "another 3" to slow anyone down

ive been on both sides of this through the years and yeah when your on the receiving end its not fun but most of the time it was because i was an ass and went round hitting to many ppl to hard, hell i spent two entire rounds of orion of old being hunted by 4 families for what i did in a previous round. And the times ive been with the IA its been short lived normaly a group of 3 or 4 small familys near each other with a big family moving in and swallowing them all up slowly, the big fam soon realises that trying to push against that many small familes at once was a bad idea as just in real conflicts you combine diffrent country states with a bigger threat that they all share they stop hitting each other and give the big guy trying to strut his stuff a reason to take note.

When larger families decided time is enough and war won't pay up as good (due to new modale restrictions or old school morale code) one thing is necessary when absolving confilt, payment. Present rules adibe by it and new school order enforces it rather than admit to change.

Payment is 100% allowed.
Scenario that isn't allowed:
Family A and Family B are warring
Family B is getting smashed, so offers compensation for NAP
Family A agrees, and then designates specific systems/planets for compensation
Saying you'll pay someone 50 planets and then sending them a list of available planets for NAP is fine
Saying you'll pay someone 50 planets , and them coming back and designating which planets, constitutes an IA
If I'm a slow filling core I'm going to designate planets out of affiliates to further beyond my own if making payments ensures peace. It's same thing but I get it. Friends pay each other and set up multi spread with no ingame ties or naps. But rules defy person if your playing as a family and looking out for yours as would yourself no matter or difference in that rule. But as I see doing favors is included in the books as IA even if both said empires would duke it out anyways...
