Haven't heard anything about it, but, since

a) it's a world thing
b) $128 billion is less than 1% of our GDP
c) Congress is seriously considering taxing the internet right now
d) NFL! WOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOO!  DEEfense! DEfense! DEEfense!

then I don't think we're going to pass it this year

The core joke of Hitchhiker's Guide to the Galaxy is that of course no civilization would develop personal computers with instant remote database recovery, and then waste this technology to find good drinks.
