Why are you adding family members when the rest of the family's are not full yet

Once there gets to be too few spots remaining we need to add another spot to each fam before the galaxy is totally full to ensure that everyone who wants to join is able to. If we waited until every fam was totally full before adding spots then it is very likely that there would be people who would attempt to join and not be able to because the galaxy is full.

Also, there are ghost spots, so the familis cannot be 100% full prior to the next spot being added.
