Topic: What Constitutes an illegal alliance?

I'm curious if the below example constitutes an illegal alliance. 

I will give the Example:

If player 'A' (who has no in game relations with player 'B') informs player 'B' to watch a specific system of theirs for intruders.  Never once mentioning who the intruder was.  Is that Classified as an illegal alliance?
