I think it's time to bite the bullet and merge Milky Way and Pinwheel.

that was PW77, we set 12 families of 5 players previoulsy elekted, but we had to add a 6th spot for randoms, in the long run the average of aktive players in eazh family was reduzed to 3 or 4 as muzh, and a lot of people deleted thru the round (some leaders too).  It was a last try just to realise the time of teamplay has passed, so the direkt konsekuenze of PW77 is Supernooba, whizh is atm quite interesting.

I see 2 options for the future of PW

1) Merge MW into PW, not the other way, bekause MW is too big to even half-fill it and long rounds have been proved to be unplayable (seen in the last MW round).

2) Make PW a kustom galazy, like in the early days of IK.  And by kustom I mean, player wise design, proposed in ideas forum and supported by mods and devs.  ALundra proposed a sort-of zhampionship not long ago, to play the heats in sektors like independent mini-gals. Something like that.
