Not that it helps me in orion, but in theory you could make someone in the bigger gals sent with an attacker race...dunno if it can be abused or not, but meh, thought i'd let you know.

The check is done on the race when the tag is given.  I don't think it's abuseable cos it slaps the user with -ve attack bonus.

It's just like how you can build Tax Offices pre-round with a Race that has them.
