That is to make ties a little less profitable for the Mafia.

With a 2 person tie there is a 50% chance both die, and a 16.7% chance of one or the other dying, and a 17.6% chance of no one dying.

The idea there is simply to make it not so profitable to make ties.

I actually debated with myself that in the event of a tie that both persons roles would be revealed and a new vote could happen, but then I would need to up the mafia side a bit I figured.
