I'd like to start a conversation about bringing these back, but first I'd like to get player feedback on the first version regarding what worked and what didn't.
What are your thoughts on it, as it was?

It was mainly just a huge spam fest but it's intended use was for posting naps between families so "honour" would prevail, as well as discussions on the galaxy & honour codes etc. Also some fams would use it to seek allies but that's about all I can remember of it.
as above, it started well back in the day, but ended up being a big fail fest =p
What if anything did it do well in practice?

I don't remember anything that it did well. They just yelled and cussed at each other and only the leaders could post.
It gave VL's something entertaining to read that wasn't in Uni. 
When finding allies for small familes it was nice
but overall it was just a major spam that i ofcorse was a main spammer of this
was something for leaders to play with and made vice leader option a bit more.. fun?
made being a leader a bit better also

Galactic congress was useless when implimented in the first place. It's an even bigger waste with this few of families now.
Useless for you, must mean its useful to others.
It was a good way for leaders to communicate, especially when looking for allies at bor.

Also, all I remember it was used for, was an ego contest to see which drafted fam had 3 players in, to change leader and post in it first.
It's a nice idea though - can anyone see a need/purpose for this or something related? I think that was Pie's intention.

There really is no purpose, Hell even the forum threads go stretches without anyone posting in them as it is, another restricted for leaders won't be active at all with anything important.
Tehre are good ideas posted in ideas forum that need a galactic congress or galactic council to be implemented. You're all saying it was crap, maybe you're missing the point players turned it into crap, but the Gc was a good part of the game. It's like if you give a calculator to a monkey, what do you ezpect?=
We'd better discuss what should be the future use of it, instead of talking about the past.
Please read the main topic in honor forum, where I talk about the "council", maybe this is the only chance to make honor be part of the game as a real feature.
Bring Gc back pls, but only once we have a good purpose for it.

Even if it was a spam fest it was also awesomely entertaining.
It was entrenched with useless commentary and social meanderings that only leader's could partake. Cool to have two or three fella's going at it knife and grenade... Or entire families built and tilted with intentions based around crucially annihilating on another because of what was said there... Bummy thing vl's couldn't post but only read....
More. Wars were started In GC than alliances brokered but it did used to give wars a fun element as they were some times across huge gulfs taking 30+ ticks for a fleet to reach
What I remember of Galactic Congress was a lot of spam, a lot of bickering about 'dishonorable' actions/NAP breaking and a lot of smaller families looking for allies or help against bigger bullies. As a leader in those olden times, I can recall rushing to the aid of those families a couple of times, either through attacks, diplomacy brokering or tactical advice. So in that regard, it offered some hope at times to the newbies in the galaxy. However back then, the newbies were many and the families were large.
Pros:
- A social channel for each galaxy which fostered intra-galaxy communication
- Some families (usually newbie ones) used it to find allies
- Allowed public signing of NAPs in Congress threads, somewhat limiting exploitation of loopholes in NAP agreements etc.
- There were sometimes good joke threads At least in the old Saggitarius Dwarf
Cons:
- It wasn't moderated so it often turned into a spam fest. (If you implement it again please ensure its moderated)
- Meaningful communication over Congress was low in volume because only leaders could post. Would be even lower now with current number of families
Not sure if this is a pro or a con but it allowed people to gang up on others. I remember one classic example when a rank 1 player with a big lead (Feline Fiends) was gang raped by the entire galaxy because he spoke in favor of the 9/11 attacks in Congress. This was back when the game was largely individualistic/SS and not yet so family/team oriented.
The galaktik kongress doesnt have to be like the old one, we kould add new forums into it, like ideas diskussing, where a mod plazes polls about the ideas that have been elekted from the ideas forum to be done, and the leaders and vize leaders vote akkording to their thoughts and diskuss the pros and kontras.
