i should be able to pass my allies planets like inter family attack under 35% NW without them blowing up.

indeed.  some kind of planet trade agreement would make sense here.

would it also make sense to be able to leave lasers in such an agreement?  surely the planet would know that the incoming troops are friendly

hmm lasers shouldn't disappear in allies or intra-fam transfers i feel.
