if i am sending to a far away planet to enforce the planet, i should be able to send transports and bombers so i can attack the planet if lost before arriving.

there's already a thread about this, the ability to send fleets to attak your own planets has been already diskussed and mods dezided not to do so, bkause it would be abused on raids/retakes
