At least of the S. America nations Argentina is pretty demure. Mexico has drug fighting to an amount of a small war, Columbia has a civil war and drug lords, Ecuador drugs and supports terrorists, Venezuela supports terrorists and restricts freedoms, Brazil is kidnap capital of the world, and a few more have issues with kidnappings, murder, civil wars, drugs, and terrorists. Oh and cuba just is plain evil.

Well to get it the way I plan to, yes. A lot of countries have an investor's option for acquiring citizenship, and in Canada you have to invest $400,000 in their economy to qualify for that option. I checked long ago. In Argentina, it's around $60,000.
