Means you have lost over half of your planets, and cannot get hit by any attacks/ops until 72h(?) pass or you hard op/attack someone. I think sending out exploration ships will also take you out of protection mode, but not sure.

Keep in mind that the rule only applies for losing planets you've had for more than 72h(?), recently gaining planets don't count.
