Perhaps you should change what is required to win the hill. Like early on you only need to control three or four systems to win. Then it goes up to five or six, then seven or eight, etc... So people will make a play for the hill earlier in the round.

I've never played KoTH before or paid any attention to it but it was immediately obvious that it'd be far easier to kill off as many families as you can early before trying anything for hill systems. There are too many planets/systems to try and control for that kind of win. There is no incentive to get the hill systems even at this point with only 9 families remaining.

40%+ resource bonus is not uncommon outside of the hill systems. Def not worth the investment in resources/cash to defend the hill planet compared to a non-hill planet.

In a lot of other games with KoTH type settings they do a time basis for how long you hold systems within the area. If you made it so you were awarded 1 point for each planet held for each tick held and then you do something like first to X points wins or whoever has the most points by the end of 30 days. Seems like it would encourage exploring to the hill systems and promote fighting over them Reducing the number of systems would probably help keep it more challenging with that
