Current round of MW. No attacks or ops until the 10th
I can attack inactive fam member, but I can't PI him to see if he built a laser on Home planet.
Why?

because no ops/attacks are allowed, except for self ops (space amazement) and intra family attacks.

There's no point in opping him that early, because you cannot kill him either until 48h has passed, so you have to wait anyway or the other
