It says this when i am within two weeks of being out of cash, and none of my troops deserted. Unless they all went out for ice cream on the galactic dollar.

Maybe you have under 100 units. If you have less then 100 they dont desert....

This is a known "bug".  But I like to call it a warning tongue

If you have between 1-2x the amount of gc you need for upkeep, then you get this message and your troops don't disband.

If you have less than 1x - Then you get msg and troops disband
If you have more than 2x - Then no message and no troops disbanding.
