I think the reason it was considered an IA is because the planet payment offer came after a NAP terms had been determined, and for the purposes of changing the round's outcome.

Orion, again, no planets were paid for a NAP. The NAP was signed BEFORE any planets were given. Why do you think 38 and 41's leaders are blocked?
