King of the Hill is won by controlling all the "hill" systems. They are outlined on the map, so you can see them.

Once a single family owns all of the planets, the next tick they will automatically be declared the winner and round will end.

The only exception to this is with exploration. If you control all of the possessed hill planets, and the only remaining planets not under control aren't explored, you will win the same tick you explore the final planet.
