It's actually the time for no stay in fam rounds at all with PW no longer being a second galaxy for people to play.  Limitted player pool means best to keep shuffling rather than keeping the families that do get lucky to have a few active people limitted to just one round before things get shuffled up rather than creating a second round for those 2-3 same families to continue winning due to being lucky with an active group.
