I want to add in reply that, at least at the state level, many states don't employ full time politicians, maintaining a so-called "civilian legislature." Yes, there's a full time governor, but many of the legislatures only operate for a small portion of the year, being paid an amount well below what would be required to maintain a living solely through their legislative work... in effect requiring they keep a second job.
