but people does NOT die yikes

why dont let people die alone?? its what happens when you have no food to eat, and also, this would make sense in the way your pop is reduced and you can get it re-balanced in some tics.  Your pop can be reduced this way:

1% of pop dies the 1st tic of starving
2% of pop dies the 2nd tic of starving
4% of pop dies the 3rd tic of starving
8% of pop dies the 4th tic of starving
16% ...

and so on

This way you will finally get the full income after x tics of starvation, because your food production will be enough for the survivors.

No, fleet only disbands when they arent payed. Its supossed in a war economy (like in the USA) soldiers are always fed because they get payed, so they can also feed their families (if any). The population who dies are the poor and left appart. You can see it in any african country, if you have an AK-47 then you can get the food from others, right? 
Soldiers can even commit cannibalism, but no they never starve.

I have thought on changing how population currently works a couple of times. One of the problems I encountered then and now is that certain changes would just upset the balance of this game too much. Like your idea, it would mainly hurt the pop bankers and it would just benefit basically any other kind of player.

So you would end up changing much more to accommodate a fair change.

Possibly, maybe not as extreme as Render suggested, but pop dying would stop poppers from still producing more income than a CF banker when starving.
