If the lost $5 trillion comes from millionaires and billionaires can't the millionaires and billionaires be made to pay for it?

I mean, assuming tax cuts cost the government anything. It's like beating up people who don't buy your product, because they stole your commission.

Obviously he knows he shouldn't give specifics. Socialists/Communists/Democrats can't even agree that the government shouldn't be funding Sesame Street (which can eeeeeeasily support itself in the free market). Any specifics would be used to demagogue Romney. Not giving examples is, funny enough, the intellectual high route. Closing special-interest (ie, bought with bribes) loopholes and lowering rates is a fine idea.
He made the 20% claim, however, which was an inaccurate figure for how much rates can be brought down by closing loopholes alone. Loopholes don't account for enough deductions to balance a 20% reduction, thus couldn't be "revenue neutral."
He's making the calculated move that, because most Amerikans are morons, it'll be better for him to keep pretending the math backs him up than to bicker about the 20% claim not literally being "revenue neutral" (aka a mistake) but budgets still being [equally] [im]balanced with large spending cuts+less cronyism too and blah blah blah blah.
That's not to say I think he'll actually do what he says he'll do. Democrats and Republicans both lying to us! Shocking!
The problem here is that the average voter is dull enough to fall for this garbage. It works. Both sides do it constantly. The average voter is the problem, not either side. Focusing on each side's repeated insults to our intelligence, rather than the fact that most of us deserve the insults (because they work), is just asking for more.
