So after a lengthy discussion with family, allies and opposing top alliance I got a little frustrated. Another NAP between the big families. Granted I signed it but it was in the best interest of our fam at the moment.  The leader of our allies Nox had what I thought to be a great idea.

We could  have an unofficial NAP within cores. All fams would have xx amount of planets in each core where no attacks or ops could take place.  Maybe even have the option of no Hard ops (Nukes, Hypnos, DI, etc.)  Thus giving both fams the chance to grow infra and fight each other at the same time.  Sadly  it came down to an issue of trust. Too easily a fam could be back stabbed in the agreement with no way to impose sanction on attacks within cores. I would love to this implemented in game. Just a planet list. you can plug into relations page where every one signs it.
