Title says it all.. Just wondering if the bureaucracy counts from total GC including or not including the market.

Buy bids on the market are not included in bureaucracy. It is a common tactic to store cash on the market that way in case you need to save up money for a war. Do mind that with withdrawal costs you won't make any profit until it has been on the market aprox 24h.

21 hours = more profitable to keep on hand
22 hours = more profitable to stash on market

Ah okay, and that's confirmed, right?  I figured it did not count but wanted to double check so people weren't just wasting the money anyways then tacking on another 10% loss down the road.  Thanks!

No not confirmed! We were all just guessing and hoping to be right. And in all fairness; Nothing in IC is really sure, I event think that the code has a will of its own sometimes. neutral
