Update for this round:
When taking planets from a family member, the 35% rule will apply only for infra and the planet will not get blown.
This is for Milky Way only at this time. When Pinwheel is reset it will be implemented for it as well. We were not able to get it done before the round started.

maybe they need to put air bags in the transports to stop 1 soldier dieing each time
