There need's to be a buff for families that are smaller.
Let's face it IC is on the decline. Less and less ACTIVE player's every round. The families are unfair every round. Those who constantly draft the same player's every round. Fill their family up and do well the whole round. The smaller families don't have this same ability.
Now the option of getting rid of the draft and bring it back to the good old day's of no draft could be an option to stop this. But that stops Stefan's funding for the game. More people will complain they dont get to have that "advantage" anymore.
The other option is to do it is scale it like PVP in World of Warcraft. If allies have 20 people and horde only has seven. Horde gets a buff to even the playing field.
So same thing in IC. A family that only has four active players bottom ranked. A family that has 12 active players and is ranked in the top five. If the top ranked family attacks the bottom ranked family as it has been in the past. It's going to be the same outcome. The top ranked families is going to win, more resources, more players, more time across the bored.
This is the strategy of IC of today.
Buff the smaller families. Which changes as families grow and expand. Likewise if they fall and get taken out.
If you actually want to put the strategy back into the game. Have a 24th ranked family being able to take out the number one ranked family. They have the similiar advantages. So it really does come down to how you play. And not how many people you have.
Will it be abused. I'm sure with the type of player's out there today. I'm sure there will be. Which mean's this needs to be tested and closely monitored.
