I was actually going to let this perculate a little more.

But also gives you a bit of insight into the man. He is smart enough to know that what he does now will affect his election standing. So, if that is true, what he is planning to do seems to be something the people (including his voters) would not want.

It's really disingenuous. It's also an open admission that he has and/or will be deceitful to the American people in campaigning for reelection.

Regardless of political views, anyone not offended is too stupid to know why they should be.

It also embarrasses him and, by extension, us. Our foolish novice president pretending anyone on earth should presume he'll be reelected and treat him accordingly is just more amateurish embarrassing behavior. He's already spouted off about some sort of restart with American-Russian relations enough that they're probably still laughing at him/us.

They probably think he's the funniest guy in America.

Obama knows that the US-people get easily hysterical over minor matters during an election campaign for presidency. Like the topic of "Trayvon Martin" in these days. In "normal" times perhaps a matter for days, now for weeks.
Since Obama discussed the matter of a world free of nuclear weapons, he may have tried to persuade the Russians to a reduction of their arsenal of nuclear weapons. In "normal" times he would have annouced the deal in public, but with republicans on a rampage on everything he does, it was just not possible. So he postboned the matter after the elections.
