I'm willing to bet you have a small amount of OB or large empire penalty.  So the total cost of the research center may be 1.2, 1.4, or something of that sort... not just 1.. when you only have 1.

Your cost is less than 1.5, so it rounded to 1.

You have empire Over Build (OB) or planetary OB.

Just demolish everything and usually that rounding error goes away*

If you build over your 240 limit the next 10 buildings will be slightly OB since you have 10 farms to begin with. It will, in the end, give you 260 buildings on a max size planet of 250.
