regarding point 4

it might help smaller fams against the bigger ones when their trying to get in their cores by force
means they can do less attacks, makes it easyer for smaller fams to defend themselves.

Not necessarily, might as well just leave the fleet on the planet and start a portal then. TBH I can see it slowing down things more so than it already is. Its bad enough being a Rev and sending fleets to take planets off attackers, let alone waiting on them to return. I agree on points 1+2 though.

Yeah I agree that points 3 and 4 will slow things down too much. Points 1 and 2 i do like.
