If everyone else in the galaxy is in a war, we have limited shares with, is under nw, or is a just plain sucky target, we shouldn't be expected to stay peaceful just because some other fams have their own diplomatic/inter-family issues, too.  I mean, in that case, it could feasibly be that everyone else is always either in or just coming out of a war and we'd never get to attack anyone.  That's stupid.  If the game actually worked that way, everyone would quit.  In fact, it seems like a lot of you MAKE the game that way, which is an exceptionally good reason to quit and i'm sure is the very reason many people have quit.  It's a war game, what do you expect?  War.  If a team isn't getting the opportunity to war, you can expect them to make the opportunity because that's the whole point of the game.  You remove war and the opportunity to go to war and IC is pointless. 

Anyway, if it were the case that the nap wasn't breached but was never actually in effect, it should then be recognized that 10 was being highly thoughtful and reasonable by STILL waiting 48 ticks to attack.
