GC was necessary 'back in the day' when you had 100 families in a universe.  Now that you only have a few dozen... it just wouldn't be posted in enough to justify checking in on it.

There should be 3 galactic congresses:

1. for leaders of fams who align with bad guys: the Overlords (xenox faction)
2. another, separate one for the good guys: Overseer-aligned fams (xentia faction)
3. another for neutral fams who don't know what's going on...
