Use Reddit.com
A well worded submission linking to IC at http://www.reddit.com/r/gaming reaches over ONE MILLION gamers worldwide.
REDDIT does not require any registration to use, beyond coming up with a username and password. This can somewhat be exploited by making two accounts and voting twice. ANy more than 2 and it will automatically offset each upvote with a downvote.
One submission is made to r/gaming on a set date and time, and over the next 12 hours as many people as possible upvote the submission, getting it as high on r/gaming as we can. Even easier is to submit it to r/indiegaming which has 13,000 subscribers and can be frontpaged with as little as 2 dozen votes. R/freegames has about 5k subscribers and can be frontpaged with even less effort. All it would take is a little organization and teamwork (the foundation of IC!) to make this work and get some more page traffic that can turn into new players. Reddit is worldwide and therefore a lot of third worlders on netbooks on sub-AOl dialup who can't even play runescape would be exposed to a free, low tech browser game WITH A WARM INVITING COMMUNITY.
That is another thing I think we could do to help grow IC that I haven't seen mentioned before - getting into less western markets, such as china and southeast asia and africa. People who are still in 2002 or earlier technologically and don't have the disposable income for studio games, PCs with graphics capabilities, subscriptions or micro-transactions could EASILY be roped into IC. How did I start on IC? There was an ancient laptop set up on the internet in the house I moved into, and I didn't have much money so buying games was out of the question, so I had to find free web based games that would not strain the machine. There are thousands of people all over this planet out there barely connected to the internet who have a ton of time and little money on their hands, people who are either geographically or socially isolated, looking for something to do. Let's get them to do us.
