Can it be used by big bankers to grab planets from small Fam. Members while keeping THE planets?

I do not think so. I believe you will still blow up the planet, but it is used for the purposes of clearing smaller players from cores not for keeping the planet...

Its allows u to hit 35% of ur size right? And declaring war gives you 25% right so that being said if ur at war and you use this tag can you now hit 60% of ur size?

It allows you to circumvent the 35% rule or if both families declare war then the 25% rule and allow the one who has the tag to hit below those limits but with a negative attack bonus penalty.  The planets are blown up still
