Topic: Building portal on full planet

If a planet has max allowable buildings already being constructed, and you try to build a portal:

1) Even if you don't have enough resources to build that portal, it says 'Portal construction started.' but does not actually start the portal construction.
2) If you do have enough resources to build the portal, it says 'Portal construction started.' but does not actually start the portal construction.
