This would only affect poppers negetivly, and pax's killing of their fams members pop to avoid adiitional income loss.

If u should apply it to fleet, when off duty (for instance 24 ticks not attacking) they go drink beer in a pub and get into fights/go to jail, u have to pay fines. this way u affect all people, and could force em to activly attack to avoid getting more upkeep costs then usual.

in the old days of ic we would all be screwed then- most of us attacked either drunk or had been drinking.
