Idea- To set a max number of units at one time.
-a new building barracks
barracks-Each barracks allows 500 more units

Pros
-little guy cant jump a ton of fleet because he would need x amount of barracks
-Would allow another dimension to how players build thier planets
-Would make lazers stronger because now most attackers mass bombers early

cons
-bankers would have to mess up thier Tax office % if they wanted defences
-Less building space for other resources lower overall fam strength ( this could be a pro if it keeps the big fams nw down some)
-Big wars would be fought much differently fleet size wise. only a few big wars each round. (wars would be more balanced and be more based off skill could be a pro also)
