Is this supposed to be added after every sending of fleet to a fam member's planet?  Something new?  Or is it buggy?

That message explains that because the player is in your family things like the 35% player rule and protection mode don't prevent you from attacking.

Messages were added to explain why the game does or does not let you send fleets.
