fam members cannot blow up other fam members planets.

then small attackers can stay small and still pass up planets. 

do that.

also can kill of inactives without having to explore and leaving gaps in your core.

Passing planets from the bottom to the top is a fam work.
But there is no reason really to have this work to do since it doesn't affect other fams.
I agree with the idea since it removes an unnecessary waste of time

Agree that plus reduced morale loss as if they were put inactive. So we can drop the inactive tag alltogether.
