you need to have op in the channel (first to join) to be able to do this.

you have to enter the channel you want and register it.  typing the commands /cs help will probably yield you some more help in IRC.  It's something like:

/cs add [password]


when you're in the channel.  Don't quote me on that, though!

If you type "/cs help register" it will describe to you in detail what you have to do, and the syntax of the command.
