I really believe that this no draft no aid system makes the whole thing too random. You can really see from the ranks that the families that have 4 decent members are doing so much better. Its impossible to help the rest of your family with some aid if they had a slow start etc.

Secondly deleting should be disabled (as it always should have been in HC galaxies)

yes it is possible, its called handing over planets.

someone whos slow at start, is lower in nw, so they always keep the infra. its very much possible.
what i dont like is the market, it seems cash producing races growing much faster then if u wouldv gone resource based. so its very unbalanced i feel.
