i dont think permanent naps are allowed. and i suppose its there to allow some families to have multiple wars or simply allow others to farm them. even still it is up to the winning family, or the family at least coming out on top to accept a NAP. doesnt mean it will always happen

If you have  no plans to Reset it to fix the situation then start from the bottom and remove families while distributing them into other families so that all families start with 5 players.

Not necessarily though Lee.  Some of those 3 man families and some 4 mans have active players.  And like I said if no reset is planned, then this would be an option to atleast provide a chance at being more fair than starting with 6 families at 5 players.

why not just take one player from each of the family that have 5 in it
put 1 player in the 3man gal
and open one more 4man gal
