Topic: Starving/Disbanding status

let them appear in the empire reports each tic it happens for lack of food/cash.
This way when you come online and read ur report at HQ you can know how long you've been starving or how long you've been loosing fleet. Enemies can see it too with an infil or a vision or a SoT
