In a biological sense yes.  Human beings are equipped with few natural weapons, our senses are pathetic, and physically speaking we are weaker than most other animals.  In short in a natural environment we don't rank very high we've since evolved and mastered tools but we still possess the instincts of prey.

in a biological sense, we are not prey. if we were biologically prey, we would have eyes at the side of our head to view predators that try to sneak up on us and not the front of our head to improve depth perception while hunting prey. we are naturally predators. we are intelligent, we can outrun just about any land animal on earth when it comes to long distances in hot climate.

Not to mention that, regardless of biology, psychological conditioning takes priority.  Our technology and social structures made us predators.

If biology were the only factor in determining prey vs predator instincts, wouldn't dogs be hunting humans down rather than being subservient to humans?

Monkies, Sloths, Fruit bats, and Koala's also have eyes in the front of their heads, they're still not predators.  Admitedly we possess predator characteristics, we have to we're omnivores, but take away a mans tools and he falls pretty far down the food chain.

Ok non-domesticated canines run faster than we do, same with felines, deer, bears, moose, elephants, rhinos, hippos, most rodents, and the list goes on.

fruit bats dont even use their eyes, do they? that doesnt count. so what if man isnt at the top if he has no weapons? are Lions not predators because man is above him in the food chain? humans hunted animals, their eyes are at the front of their heads because biologically it was more important to have good eyesight to caputure prey then to have good eyesight to spot predators. the human body was designed to be a predator.

man's hairless bodies and sweat glands allow us to outrun most if not all land animals in long distances; which is pretty useless if you're trying to escape a predator, but is usefull while looking for prey. just another indication that man is biologically a predator.

The carbon batteries are an additional recent development line, there was a science post where the nanotubes were used in a real battery, greatly extending the life of the battery, but I cant find it.... but basically they are offering 20 times the life of a normal battery. This would make that suit fully functional.

We're not prey for a few thousand years. And then I must add that no species of prey has ever develloped weapons (besides packs in some cases) against predators or something alike, they usually run their asses off. Then it must be added that humans do have extremely develloped senses. No other animal can feel or taste as good as humans. On the matter of sight, se score pretty well (and we have the sight of predators, not prey).

Pack canines often kill each other in dominance battles.  Feline males in packs (or whatever the hell you call a whole bunch of kitties other than a pride of lions) often eat the very young of minor females--normally that is big cat behavior but on farms with 18 cats living a quasi-African lifestyle the male kittys act like their 250kg cousins.  Apes fight like hell, and chimps and bobonos use clubs and stabbing sticks to help kill foes.  And that super jumbo crocodile in West Africa, the one 6m long, he eats regular sized adult crocs for breakfast like kippers.
