Keerb's got it wrong.  It means you get the equivalent of 27 RC's production per tick.  In effect, 27 science means producing 540 RPs per tick.

Still not much.  However, if you manage to get one of these gems early in the round, you can invest the early research in construction science for a very nice, quick boost!
